Never in the history of the DOH that a real life drama involving noise barrages, black arm bands, demeaning demonstration placards, and protest marches have generated much impact. Despite Sec. Romualdez’s explanation on its expected positive results, the protesting employees continued to believe that re-engineering was anti-health workers and proceeded to demonstrate their grievances through holding regular noontime rallies.

In the streamlining plan, employees are offered three options such as voluntary deployment, retirement and separation. The Secretary assured that no employee will lose his/her job, there will be no reduction in pay and no benefits will be curtailed.
