Iloilo Congressman Rolex Suplico accused the DOH of the presence of a drug cartel in its midst after Secretary Romualdez ordered in August a revision of the present drug procurement guidelines of the Department. According to Suplico, the new guidelines favored large pharmaceutical companies and produced a cartel of drug suppliers that’s has cornered multibillion peso drug procurement.

Sec. Romualdez denied the politician’s charges but admitted that the new guidelines favored larger drug companies that are able to provide better quality control facilities.
